Policy Updates

<p>The Commission has just released an update of the guidelines for space and water heaters. The overview of the Ecodesign legislation has been updated and completed with some impact assessment studies. Of note is also the planning of the Commission ecodesign activities.</p>

<p>The discussions on the Commission proposal started in July 2015 and after several meetings in the related working groups and committees an agreement was reached during the fourth trilogue meeting on 21 March 2017. Later in March this agreement was adopted by the Council Working Party and on 25 April 2017 by ITRE Committee in the European Parliament. The final text should be adopted in Plenary session in the European Parliament and by the Council before the summer break.</p>

<p>The Buildings Performance Institute Europe (BPIE) assesses aspects such as dynamic operability, energy-system responsiveness, renewable energy uptake as well as dynamic and self-learning control systems to judge how well prepared Europe is for an increasing share of smart buildings.</p>

<p>The brochure of “Good Practices in Energy Efficiency”, which presents examples of good practice from policy implementation, technology development and investment in energy efficiency across different sectors and throughout all 28 Member States. The updated report on the EU's Ecodesign and Energy Labelling requirements provides for an evaluation and energy saving estimates realised by the implementing regulations.</p>

<p>The Commission implementing Regulation 2017/699 establishing a common methodology for the calculation of the weight of electrical and electronic equipment (EEE) placed on the national market in each Member State and a common methodology for the calculation of the quantity of waste electrical and electronic equipment (WEEE) generated by weight in each Member State has been published in the Official Journal on 19 April 2017.</p>

<p>The application of the 2015/1535/EU (previously Directive 98/34/EC Directive) has also been extended to new standardisation work undertaken by National Standard Bodies (AENOR, AFNOR, DIN, UNI…) at national level. These notifications are registered centrally by the CEN Management Centre and a "Monthly Notifications Register" is circulated in English to the CEN Members and the European Commission. The National Standard Body generally provides the relevant associations with a copy of these updates.</p>

<p>EVIA, the European Ventilation Industry Association with whom Eurovent develops the industry joint Guidance Document on Ecodesign requirements for the Ventilation Units Regulations is hosting this workshop to consider improving the market surveillance of ventilation products.</p>

<p>The preparatory study has not proven to be conclusive. The European Commission has requested a follow-up study to define if smart appliances could be subject to an Ecodesign Regulation. This follow-up study should be finalised by the end on 2017.</p>

<p>This year the eurammon symposium will focus on small applications for refrigeration and HVAC that are operated with natural refrigerants will be the focus of the event.</p>

<p>The consultation relates to the implementing regulation 1191/2014 that deals with the formats and means of reporting required by article 19 of the F-Gas regulation 517/2014. It applies to producers, exporters and importers of gases.</p>

<p>The study is carried out by Viegand Maagøe A/S and ARMINES for the European Commission, DG Energy and started in February 2017 and is expected to be finished in medio 2018. It can be expected tha the revision of the Energy Labelling directive will be accounted for too.</p>
